2. Can send me the files immediately after new patches.
3. Must be proficient with the English language.

What is it that you'd need? Like what files? Also, wouldn't it be possible to use a VPN or an IP changer? I remember seeing forums on some sites I was on in the past. If that won't work, I know a few people who I may be able to help. They play CFPH, they might be able to help if anything.

Personally I've had the same trouble with VPN's too I'll see if I can get a hold of someone to help you out with this. Hopefully they get back to me soon.
